[Elfsea] Assistance Request - Elfsea No-Count Ideas

I have been asked, by a number of people, for a quick concept of what I see as Elfsea and Her relationship to Her Foole. 
  Any further ideas from  Those  Who  Know  Stuff  is greatly appreciated. 
   
  The Origin of Elfsea King of Fooles was the appointed Leader of the Annual Foole’s Fest. 
  At what was changed to be called Springfaire, the Foole was elected by the populace. The former Foole was required to invent the balloting and direct the competition. 
  In the present form the Foole is selected by secret ballot of a few appointed by Their Excellencies. 
  Entropy happens. 
   
  There once was a great man of the SCA, who stated: 
  In all Societies, Groups, Clubs and Organizations there exists three major Portions. Without any one of these Portions the Thing will cease existence. Within each of the Portions there are those who reject out of hand, the existence of the other two, believing that their Portion is alone necessary for the existence of the Thing. 
  These three Portions are Authenticity, Organization and the Joke. 
   
  Foole(ish) Theories:
   
  The King of (the) Fooles: 
   
  The subjects of your land are heading towards destruction, and that is shown by signs that they are focused on the accurate re-creation of history. Their operation of the local club has no problems. Reports are being done on time and written well. Rejecting those who remind them that this is a game created out of a party all gone bad, has caused the enjoyment to be driven out of the game. Driven by a concept of  “It must be done this way, because it works best this way”, your subjects are blinded by efficiency and economics.

  The King of Fooles 
   
  This is a Court Jester. An Entertainer. One who provides temporary breaks from the monotony and is tolerated, because “they are period”. Usually has multiple skills in story telling, juggling, sleight of hand, tumbling and general (harmless) mayhem. 
   
   
  Both of these Fooles: 
   
  May be found sitting on the roof of a grandstand, armed with a water pistol. 
  May be dressed in a short tunic, tumbling through court, causing much laughter. 
  May be caught embarrassing themselves in front of Their Liege, so that a awkward pause in Court not be noticed as much. 
  May often be surrounded by children of all ages, trying to find what kind of mischief (and resulting trouble for the Foole) the Foole is getting into. 
  Often are mistaken for adults until their behaviour proves otherwise. 
   
   
  Elfsea Foole(ish) Traditions: 
   
  A Foole's Fest is to be held as a newcomer's revel, game (chess, etc.) day, dessert competition, Foole(ish) Bard, and a general way to let off steam. None of the competitions need to be period or documented, though point consideration given towards original works. Judges for the dessert competition are former Fooles, their consorts (if any) and Baroness Dana. The chocolate gets bonus points.
  This is an unofficial event, usually the Foole is the steward, with assistance from the Keystones. If it is approached in too serious a manner, it becomes work and that is far too foolish to consider. 
   
  One time – No-Count 
  2-3 times – Duck 
  4 times – Goose 
   
  Award of Legs – given on the spur of the moment, and for any reason whatsoever - The Scroll for this, if given, may not have a date, thus setting no precedence over any other Award of Legs. 
   
  Seated with backs to populace so that the populace may see what is going on in front of the throne 
   
  Present and former Fooles may interrupt Elfsea Courts to say Important Things
