[Elfsea] Practice, Moot

Lord Rikr is the new Knights Marshal, Lord Hogarten is the new Seneschal,
and HL Elfwyn is the new A&S Minister. Lady Innes Dee and Sir Asoph and one
other person whose name escapes me received pesciary rights (I think I have
that correct).

The populace has decided to hold a Baronial college in Late February, cancel
Springfaire and keep Defender where it is for now.

I think that's it.
