[Elfsea] Beware the Red Flag

Beware!  
   
  A red flag has been recently flown and the seas are no longer safe!  
   
  Pirates have been targeting the ships of Ansteorran Nobility and any coastal villages they can reach.
   
  There is no way to know who is behind this wave...hehe, no pun intended...that has the common folk of this grand kingdom moving inland in search of greater safety but rumor has it they send a message with their attacks upon the coast that simply reads:
   
  "Be mindful.  Revel not in you lofty comfort for what rises must eventually fall.  Watch not the tree to Catch the hare.  Unroll the map to find the dagger."
   
  Said notes are signed only with an X.  
   
  What does this horrible thing mean?
  What will the masters of the land do to protect their people and pockets?  
  What will the king do to protect his kingdom?
