[Elfsea] rapier Practice potential days.

I will note to those powers that be that the canton of Dragonsfire Tor has a practice every sunday in Stephenville.  I find it highly likely that if either Don Dyrke or Don Alaric were to contact the Lord Angus that a monthly practice could be arranged somewhere in between the center of Elfsea and DFT.
