Good Lady, 
I would never infer such a thing. I have played in the Steppes on many occasions and I feel perfectly fine, most of the time. 
I merely stated what should be obvious, that his living and playing in Elfsea would be more beneficial. 
The Steppes has many fine attributes, but Elfsea has the ability to help his transition from An Tir. We can all see what Steppes has done to Fiacha after all. Even some of Fiacha's friends from the west call him "Fifi".
