Well, there certainly wasn't *much* Internet for everyone to waste time on...

The World Wide Web, the dense slab of protocols that began to make the internet into the point and click interface it largely is now, was released that same year, 1989. Though the pretty and graphical internet most people know and love/hate didn't really begin to take off until about 1993, the backbone of the internet had been around since the late 60's and commercially available since about 1987.
