[Elfsea] Elfsea rapier practice

[Rapier Marshal]

Greetings,

The temperature at practice is supposed to be 39 degrees with a 10 mile per
hour wind. I've spoken with Edwin and we have decided to call practice on
account of weather. Hopefully it will start getting nicer and stay nicer.
