[Elfsea] Congratulate Elfsea's Newest Deputy Seneschals

Greetings, Elfsea.

I am pleased to announce the addition of two new deputy seneschals, Oliver
Blankenship (Olver) and Justin Eads (Justinian Fenn).   Congratulations, my
lords, let the year of learning commence!

*Note that during this time, Master Caelin continues to serve as the ER
Deputy while I hold the position.*
