[Elfsea] Revised Elfsea financial policy

As a reminder, the populace will be asked to approved the revised financial policy at the June 22 populace meeting. If you have not reviewed the draft policy, it is on the barony website under the Archives section. From Archives, click on "PDF library", then go down to "handbooks" and it is the last item on the list (Elfsea Financial Policy 28 May")
