[Elfsea] Special ZOOM Populace Meeting

Thank you, excellency! I am awaiting some answers from Their Majesties
about some of the details, but unless They decide that some detail needs
changing, the meeting will be at 7 p.m. I was actually considering doing it
on Google Meet so I could use my official Regional account to hold it.
However, if there is an overwhelming preference for Zoom, I have a Zoom pro
account and I would be happy to do that instead. My aim here is to make
this as accessible as possible to everyone who would like to be there.
