[Elfsea] Tidings Submissions Requests

Just another heads up that I need submissions to the Elfsea Tidings by
October 3rd.  Submissions other than Officer Reports require a release form
to be filled out.  Links to them can be found in the signature of this
email as can a link to as officer report form.
