[Elfsea] Polling for Elfsea Artisan Cloak

Greetings Elfsea!

The Artisan cloak is in dire need of replacement. Two bids were submitted
and approved by the financial committee. At our next populace meeting on
5/28, there will be a vote held to approve the cost of the bid.

Ultimately, if the funding is approved by the barony, the choice will fall
to His Excellency and I for which bid to proceed with. However, we very
much want the input of the populace. For that reason, we will conduct a
polling at populace to help us decide which cloak to select.
