[Gatesedge] Change to the List

Greetings to the list:

Effective as of this writing, the filters for the Gatesedge list have been
adjusted to allow members-only posting.  What this means is that mail coming
from subscribed e-mail accounts will be posted just as always, but those
posts coming from non-subscriber accounts will be held for approval.
