Awards are bestowed at precedence is dated from when they are read into law.
That must happen at an event of significance which must be a kingdom
calendar event. All such awards are "given" only at Kingdom Calendar
events.

It is true that often awards are read into law at one event and then handed
to the recipient at some later event.

Per the latest printed kingdom law. Interpret it how you will.

Courts held at events, within Ansteorra, at which Awards conferring Rank or
Precedence are bestowed, Officers Invested, or other matters of long term
significance occur, as defined in Corpora II. B., must be conducted only at
Kingdom or Regional Calendar Events. Courts held at events outside of
Ansteorra must meet the requirements of the laws of the governing Kingdom.

or

All Awards and /or Honors affecting precedence or rank in the Kingdom of
Ansteorra shall be given only at Kingdom Calendar events, Or if given
outside the boundaries of Ansteorra in accordance to the Laws of the
Governing Kingdom

Awards are given or bestowed only at Kingdom Calendar events. Delivery of a
scroll might take place later at off calendar event..
