NO, this did NOT pass, and was one of three introduced this last legislative
session.  It would not have passed in it's current form with or without the
missing Dems; but it is only a matter of time before similar legislation
does (law enforcement has been this on for a couple years).  So don't panic
now, but be ready in two years for some form of it to pass into law.

However, a bill adopting a "point system" for traffic convictions with
"surcharges" did, as well as a dramatic increase in state fees for traffic
fines did, including the cost of taking Defensive Driving.  So...be prepared
to pay more for that speeding ticket!
