It's not a populace meeting if that's what you mean, but pretty much anyone can show up.  If you want to just meet everyone I don't see any reason for you not to come.  

The Barbara Bush Library is on Cypresswood Drive, next to the Police station.  From 249, take Cypresswood east past Stubner and you'll see it on the right.  

I for one am really dying to meet you.
