Why it's the Zodiacus Herald.  It states that one the Precidence page on the Heralds site on
Ansteorra, but you'd have to roll down to the text to see that.  The current Zodiacus can be
reached via the alias e-mail address: "Zodiacus" <zodiacus at ansteorra.org>.   

The website shows that Francois is the Zodiacus Herald, but I believe the office has completed 
changing hands and the new Zodiacus is Sara Penrose, but the alias above will be directed to her
automatically, behind the scenes, by magic!
