It's a type of paper used for drafting. Rather than having single
horizontal lines for writing, quadrille paper is paper with contiguous
squares. The cover usually indicates how many squares per inch. I've
found it in blue ink on white (which usually doesn't photocopy well), and
also black on white (which does). Most craft stores carry one version or
another of it.
Another tip: once you've drawn on quadrille paper, cover it front and
back with clear packing tape. Your pattern instantly becomes far less
fragile, waterproof, and you don't have to worry about your inks or
pencil marks smearing on the paper or, heaven forbid, onto your work.
