I found it in a sale bin - which isn't a very helpful answer.  I would
guess they  started out in the embroidery section.  The package calls it
"darning net".

They came in  plastic bags a bit smaller than a sandwich baggie, designed
to hang, with a piece of paper in the bag with a blurb on it.  Each piece
of net is 15 by 18 inches.
