    The portrait of an Unknown Lady aged twenty-one is shown in Queen Elizabeth's Wardrobe Unlock'd on page 116.  Arnold's comment is "She wears and embroidered linen partlet with matching sleeves, or possibly a smock, filing in the square neckline."  There are several other gowns of the same style shown in that chapter and about half of them have solid skirts - no forepart.  Hope this helps.
