Part of the problem may be the actual wool. Not all wool felts and wool
generally felts in different ways. Navajo-churro doesn't felt
easily. I've found when using home-spun wools you have to check to see if
it felts easily. The softer more crimpy fibers will felt more easily than
the hairier sheep.
The problem with the hat if it's not commercial fiber may be that the fiber
doesn't lend itself to felting.
