Both. The site is "wet" in that alcohol consumption is allowed, and 
the Colorado River runs along one side of it.

The site is "dry" in that--just like the rest of the kingdom--we've 
been under severe drought conditions for several months, so the grass 
is like a tinderbox. Open flames aren't allowed, and smoking is 
restricted to certain areas.
