[Hellsgate] explanations

OK, again...lol I am sorry that I misspoke about the process.  Yes, the 
bids go to the Finance Commitee first. Their job being to verify if the 
financial part of the bid is viable and workable with the Strongholds 
available on hand funds. The finance committee does not make the final 
decision on the event itself.  Originally I was quoting from Robert's 
Rules of Order about running a group decision process. I apologize for 
this.  Roberts Rules of Order do not truly work for our type of 
organization,

The process is the Finance Committee only for funding, Can we Fund it? 
After the finance committee then all bids will go to the Populace for a 
open vote.  Copies of the bids will be made available to Populace 
members that wish to see them.  The final vote will be at Novembers 
Populace, copies of the bids will also be available that evening.  
Autocrats be ready to discuss your bids at Populace.
I apologize to one and all for the confusion and miscommunication.
