Nobody is talking about abolishing locals; it's about
abolishing the requirement. If someone is interested in
heraldry, I imagine they'll do as now: look to volunteer.
This would be especially encouraged by small groups, at it
would count for the Corpora requirement) proposed of one of
MoAS, marshal, and herald.
