Herewith are the decisions for ILoI 1098 as determined at the College of
Heralds meeting held in Stargate on December 12, 1998:

1) Æfwyn æt Gyrwum
	Name – forwarded to Laurel as submitted.

2) Basil Kaloethes Alexandros
	Name – returned for problems with the construction of the name (see
Talan’s commentary). The name would probably be acceptable as Basil
Kaloethes, but since the submittor allowed only minor changes, we could not
drop the problematic element.
Device – pended awaiting submission of an acceptable name.

3) Charles MacKinnon
	Device – returned for conflict with Augustin von Schaffhausen, "Per bend
sinister azure and argent, a fleur-de-lys and a tower counterchanged."
There is only one CD for changing the type of half of the primary charge
group.

4) Connor MaKinzie
	Name – forwarded to Laurel with the spelling of the surname changed to
"Makinzie" to match the submittor’s documentation.
	Device – returned for conflict with William the Navigator, "Per fess
indented argent and azure, in pale a dolphin naiant and a dolphin inverted
naiant to sinister counterchanged." There is only the CD for changing the
line of partition from indented to engrailed.

5) Conor Sigmundsson
	Device – forwarded to Laurel with the pale blazoned as "bretessed."

6) Dior Allagrande 
	Name – forwarded to Laurel as "Dior Alagrant." Talan’s commentary suggests
that this spelling of the byname is more likely in period, and it is what
the submittor actually wanted but could not document. While we acknowledge
the improbable nature of this combination of given name and byname, we
believe the name may still be registerable in the SCA.
	Device – returned for violating RfS VIII.2.a. which suggests eight as a
rule-of-thumb limit for the number of tinctures and types of charges in a
device. This device has a complexity count of eleven. We were also
concerned that it violates both RfS VIII.4.c which states that "excessively
naturalistic usages of otherwise acceptable charges may not be registered"
and which includes the excessive use of proper coloration as a potential
problem and RfS VIII.4.a which states that "design elements should not be
used to create a picture of a scene or landscape." 

7) Donnchad mac Canag’an
	Name – forwarded to Laurel with the patronymic changed to "mac Canacáin."
This corrects the typo in the ILoI, puts the name in the correct case, and
also adopts Talan’s suggestion for the best early period spelling which is
what the submittor wants.
	Device – forwarded to Laurel with the addition of "tail nowed" to the blazon.
	
8) Faoiltigearna MacEanruig
	Name – pended for one month to consult with the submittor about changing
the patronymic particle and to allow consideration of the applicability of
the grandfather clause in this case.
	Device – pended for one month to allow resolution of name questions.

9) Gerard MacEanruig
	Device – forwarded to Laurel with the blazon changed to "Per chevron
rayonny azure and Or, two bear’s heads erased respectant argent and a
dragon passant azure."

10) Katerine Rowley
	Name – forwarded to Laurel as submitted.

11) Katherine Rose Oliver
	Name – forwarded to Laurel as submitted.
Device  – forwarded to Laurel with the blazon changed to "Per chevron ployé
argent and vert, two ivy leaves and an owl counterchanged." 

12) Robin Anderson of Ross
	Name – forwarded to Laurel as submitted.
	Device – forwarded to Laurel with the dove reblazoned as "migrant." There
may be a conflict with Alison Gray of Owlwood, "Per pale vert and sable, on
a plate an owl affronty perched on a branch sable."  There is certainly a
CD for the field. To gain the second, a difference must be granted between
an owl affronty and a dove migrant and the branch must be sustained rather
than maintained, a distinction that is not clear in the blazon. We
therefore choose to send it to Laurel for a decision.

13) Saoirse O’Brian
	Name – forwarded to Laurel as "Alexandria O’Fogarty." We have substituted
the only documentable name of the three alternatives put forward by the
submittor.
	Device – forwarded to Laurel as submitted.

14) Tessa da Rimini
	Name – forwarded to Laurel as submitted.
	Device – returned for the lack of contrast between the argent chief and
the argent portion of the field. Since the chief lies mostly on the purpure
portion of the field, we would have no problem if it were Or, but putting
an ordinary on a field that is partially the identical tincture is not good
contrast and has been a reason for return in the past.

15) William Worm
	Name – forwarded to Laurel as submitted.
	Device – returned for violating RfS XI.3 which states that, when using a
quarterly field, "charged sections must all contain charges of the same
type." In addition, even if the submittor were to use two bells or two
hoods, this device would still give the appearance of marshalling, based on
a Laurel precedent from 10/92 which states, "when the uncharged quarters
are complex fields,…the complexity begins to make it look like an
independent coat." 

16) Isobel Grace Hadleigh (pended last month)
Device – forwarded to Laurel as "Azure, on a bend invected argent, a
salamander tergiant sable enflamed proper." At the request of the
submittor, we have changed the tincture of the salamander.
