Nah.  In England is started back in *mumble* (I think _Heraldry_
by Whosits and Whatsit, the British heralds, came out in 1996 or so),
and continued until 1688.  Heralds would go from place to place
and see the local coats of arms, summoning people to do so.
THey'd also tell them to prove they had the right to use
those arms, either by official grant or by usage from time
immemorial (and given the registration fees I guess they were
probably pretty strict on the usage clause).  If they couldn't
show right, defacement: smash that carved stone!  Paint over
that shield!  Take down that stained glass!  Chisel on the
funeral brass!
