Herewith are the decisions for ILoI 0898 as determined at the kingdom
meeting held at Western Sentinel in Blacklake on October 17, 1998.

1) Abigail Pinel
		Device – returned for violating Rfs VIII.2.b.i which states that "the
field must have good contrast with any charge placed directly on it."
Although a quarterly field is technically neutral under RfS VII.2.a.ii,
several Laurel rulings, including some very recent ones, have returned
armory which has a charge lying mostly on the low contrast portion of a
neutral field. 

2) Alan Lynch
	Name – forwarded to Laurel as submitted.
Device – returned for conflict with Edmund Middleton of York, "Azure, a
chevron between three estoiles Or." There is only the CD for changing the
type of the secondaries.

3) Althea Caddell
	Name – returned for lack of documentation for Althea as a period name.
	Device – pended awaiting submission of an acceptable name.
	Badge – returned for conflict with Ulvar van der Nederland, "Or, a dragon
sejant affronty wings displayed purpure." There is only the CD for changing
the tincture of the primary. Other probable conflicts are cited in the
commentary on this badge.

4) Diego Quintana
	Name – forwarded to Laurel as submitted.

5) Dominique Michelle Le Vasseur 
	Name – forwarded to Laurel as submitted. Although the College was
concerned that Dominique can only be documented as a masculine name in
period, making it incompatible with the feminine Michelle, Withycombe, p.
85 (under Dominic), says that Dominique is the French form of Dominic and
that Dominic "was used at first as both a masculine and a feminine name." 
	Device – returned for conflict with Morgaina Sarai la Foncee, "Sable, a
peacock close maintaining in its beak a lotus with seed pod argent, slipped
and leaved vert." There is only the CD for changing the tincture of the field.

6) Eirik Halfdanarson
	Device – forwarded to Laurel with the blazon changed to "Quarterly gules
and azure, three dragon’s heads couped Or." 
	
7) Elizabeth Law
	Name – forwarded to Laurel as submitted.
	
8) Elric Dracwine
	Device – returned  for violating a Laurel precedent from 9/93 which
states, "The College has judged inverted creatures to be unacceptable
style, barring documentation of this practice in period heraldry." 

9) Krag von Bergen
	Device – forwarded to Laurel with the blazon changed to "Sable, a bend
sinister checky azure and argent between an eel hauriant bendwise sinister
and another urinant bendwise sinister Or."

10) Kusunoki Yohei
	Name – returned for lack of documentation of Yohei. Because the
submittor’s kanji does not match any of those in his documentation, we were
uncertain as to the desired name nor could we make changes in any case
since the submittor did not allow them.
	Device  – returned for returned for violating RfS VII.7.a which states
that "elements must be recognizable solely from their appearance." Because
of the wisteria sprig tail and the unconventional posture, we found the
scorpion to be unidentifiable.

11) Meliora Rhydderch
	Name – forwarded to Laurel as submitted
	Device  – forwarded to Laurel with the blazon changed to "Per bend vert
and sable, an eagle striking contourny maintaining in its claws a roundel Or."

12) Mihály Drachenschläger 
	Name – forwarded to Laurel with the blazon change to "Or, three swords
inverted and on a chief invected sable, a dragon passant Or."

13) Padric O Mullan
	Device – returned for violating a Laurel precedent of 10/92 which states,
"In Society heraldry, while fields may be gyronny of as many as 12, charges
may be gyronny of no more than 8."

14) Stefan de Bâle 
	Device – forwarded to Laurel as submitted. Although the College noted
several potential conflicts, we believe this to be a judgment call for Laurel.

15) Tegan Rhos
	Device – forwarded to Laurel as submitted.

16) Timotheos Kalamanos
	Device – returned for violating RfS VII.7.a which states that "elements
must be recognizable solely from their appearance." We felt that the
martlets were not identifiable even in the color emblazon.

17) Wolfgang von der Hafen
	Device – forwarded to Laurel as submitted.
