Start a branch Roll of Arms.  We have two.  HL Guiliana has been making
escutcheons of members' passed arms and adhering them to a really period-
tapestry looking shower curtain which goes everywhere she or shire officers
go, displayed prominently.  The shire arms are in the center of each banner,
surrounded by members' devices (we're on the fourth banner now).
I'm creating a book in period style as a true Roll of Arms for the shire.
Response has been wonderful, with people giving me coloured copies of their
devices and badges, including painting notes.
Heck, one herald I know has copies of all the coloured submission forms in
his branch's files in a huge binder in page protectors so that members can
look theirs or others' devices up.
Our shire is also planning a tablecloth with members' devices around the
edging for fancy occasions.  

On the subject of heraldic competetions, another great way to involve
people is to have a "Populace Choice" category in a heraldic display
contest.  I plan on passing out cards with space for a vote at the gate
and having a drop-off at Herald's Point for the filled out choices.  Then
the display with the most votes will get a prize as well as the judges'
choice.  This should make the general populace more aware of heraldic
display and how good it can look, and make them aware that others are
looking at their stuff as well.  Even if return is low, it's still
something people will see and know about.
