(1) What does a branch officer *need* to *do*? Delineating that will
tell us what a branch officer *needs* to know.

(2) What is a branch officer expected to do *beyond* the bare minimum
required to hold the office? Delineating that will tell us what a
branch officer *ought* to know above what he *needs* to know.

(3) What would we like to see a branch officer be able to do?
Delineating that will tell us what a branch officer ought to be aiming
for.
