OK I believe both  Daniel and Alessander bring up good points,
First there is not a lot of semantic difference between the two titles.

Two those who were given the rank of Pursuivant at large befor the last test 
came out should keep their privlege. as much for their knowlege as thier 
service to the college. this is one of the reasons to change the term we are 
actively using.
