Not necessarily.  It is up to each kingdom whether they want
the Rose to convey a Patent of Arms or not; if it does, the kingdom
is not supposed to elevate a new Rose unless they fulfill the
Corpora requirements.  Same for ducal/comital/viscomital rank.
Ansteorra has opted to make both non-armigerous and automatic.

I can't edit my reply, so instead of "elevate a new Rose",
read "convey a Patent with a new Rose".
