Ja, sure, you betcha...

If you want to promote vocal heraldry, first and foremost you should make 
it an appealing post.  Some folks are motivated by reward, some by 
camaraderie, and some by inner burning desires. (The latter group usually 
are curable after an exorcism...)

So make it a position that gains recognition.  Two things help in this. 
 The first is the obvious: send in award recommendations for repeat 
offenders.  The second is much easier and farther reaching: publicly thank 
the heralds who put in so much effort.  This is encouragement at its 
lowest and strongest level.  If you aren't in charge of the heralds, then 
thank them with something to drink as they make their rounds, or words of 
appreciation at the side of the list field.  Or cookies.

And help build esprit de corps.  No task is easier than that shared with a 
friend.  Establish a herald's point to encourage their gathering.  Have 
some beverages and shade available there.  Have boasting contests about 
who woke up who and lived to tell the tale.  Or vie with one another to 
herald some poor unsuspecting fighter on the field.  When the group 
finally answers questions with "Because we're heralds!", you'll know 
you've reached your mark.

As for burning inner desire, well, ... hand them an application for 
office.  And a P.E. test.  And be sure to get their name and address 
before you let them out of your sight.
