This is the usual technique for Laurel to avoid Ting McPheeing a
submission.  Submissions take four months at Laurel.
October-July==4.  Therefore, any submissions in progess on the
College of Arms level (that is, that get out of kingdom) in or
before June 1998, the month of the ruling, are ruled on in or
before October 1998, the deadline.  Thus, but specifying October,
Laurel did not penalize any submissions in progress, as I believe
the Ting McPhee ruling requires, but she shut the door against
future ones.
