ANSTHRLD - Need conflict check (Ladder)

The only thing I could come up with to conflict with a ladder were pallets,
and giving a CD for rungs there's nothing in there to worry about.  And all
6 registered ladders are well clear, and nothing under "tool" seems likely
to cause trouble.
I think it's clear, too.
