ANSTHRLD - Name help please

I don't know of any regulations or precedents on who signs
letters of permission for a group.  For a group with a ceremonial
head, I would suggest the c.h.'s plus seneschal, as Robert says,
and when contacting them ask them to consult with their
group to ask their advice.
