ANSTHRLD - Three Bridges Conflict in ILOI 0800

In the upcoming ILOI 0800 the following entry is found :

New device. Name in LoI 07/00. Argent, three bridges in pale and on
flaunches azure two laurel wreaths argent.

[Device] Conflict with Suzanne de la Ferté November of 1999 (via
Ansteorra): "Argent, in pale three artist's brushes and a pair of
flaunches azure each flaunch charged with a feather argent." There is
one CD for changing the bridges to brushes. She indicated at Red Tape
she would give permission to conflict. If there are no other conflicts
I will get them together.

Elfsea 
[Device] No Conflicts Found.  Suggested reblazon to make it clear that
one wreath appears on each flaunch : "Azure, in pale three bridges
between flaunches azure each flaunch charged with a laurel wreath
argent."

Now, I may be completely off-base here, but the conflict found my
Magnus has a complete change of Primary Charge (brushes to bridges) and
that each of these arms further has  only one type of primary charge. 
This would seem to qualify it for X.2.c which says :

c. Armory that has only a primary group of identical charges,
accompanied only by a secondary group of identical charges, is simple
armory. Each of the following armories is simple: Argent, a chevron
between three wolf's heads erased sable; Sable bezanty, three millrinds
argent; Gules, a saltire between in fess two open scrolls argent, each
charged with a pen sable; Vert, three gauntlets argent within a bordure
Or semy-de-lys vert; Argent, a rose azure between flaunches gules; and
Argent, a greyhound courant and on a chief azure, a fleur-de-lys
between two pheons argent. Gules, a fess argent charged with three
mullets azure, all between three billets argent, each charged with a
lozenge azure does not conflict with Gules, a chevron argent charged
with three mullets azure, all between three billets argent, each
charged with a lozenge azure, since both armories are simple. However,
Vert, three gauntlets argent within a bordure Or semy-de-lys sable does
conflict with Vert, two mullets and a clarion argent within a bordure
Or semy-de-lys sable, because the latter is not simple: its primary
charges are not identical. And Argent, a chevron between three wolf's
heads erased sable, a chief gules does conflict with Argent, a fess
between three wolf's heads erased sable, a chief gules, because neither
armory is simple: the primary charge is accompanied by two groups of
secondary charges.

Specifically the example of simple armory "Vert, three gauntlets argent
within a bordure Or semy-de-lys vert;" seems to hit the mark in this
case.  These arms, as well as the two in conflict, consist of three
identical primary charges (gauntlets, bridges, and brushes
respectively) and  these are within/between a peripheral ordinary as a
secondary (bordure, flaunches, flaunches respectively) and each of
those are charged with a tertiary (semy-de-lys, laurel wreaths,
feathers respectively).

Now, it is entirely possible that I am missing something here, but if
this is the case I would appreciate someone explaining this to me.
