The rules are in Rules for Submission VIII.2, Armorial Contrast.
The RfS are available under

VIII.2.a defines "good contrast": basically "metal versus color", with
some exceptions.

VIII.2.b uses that definition: it says when good contrast is required.

If you have a specific design in mind, we could comment on it -- or
better yet, you could look up D'Roolz, apply them yourself, andd we
could check your understanding.
