Malcolm asks about
Per saltire sable and vert, three crescents within a
    tressure fleury counter-fleury argent.
(Note spellynge and punc-tuation.) The default for three objects,
unless there's something constraining them (e.g., "on a fess") is
indeed 2 and 1.

However, I would expect that it would be returned for use of a
restricted charge. The CoA Glossary of Terms says that "a double
tressure flory counter-flory" (note alternate spellinge) is restricted
because it is a Scottish augmentation, and "an orle fleury
(counter-fleury) is insufficiently different". The parens means that
"counter-fleury" is optional: the plain "orle fleury" was returned
8/93 and "orle fleury counter-fleury" was returned 11/89 and 5/90.

Since the tressure is the diminutive of the orle, it looks even more
like a double tressure, so I presume it also falls under the ban.
