ANSTHRLD - conflict checking swans

I've got a submittor wanting a swan on his device (details haven't been 
decided yet).  I vaguely recall that all raptors don't get a CD from each 
other, assuming they're in the same position and tincture.  What do I check 
against for a swan?  All water-fowl?  Give up and check all birds?
