ANSTHRLD - Blazon Question

Kom heil!

I was approached tonight with a possible device submission and being a
brand-new herald, I was unsure of what she wanted was possible. This is
the blazon as best we could work out:

Per chevron azure and sable, a chevron fracted ermine, to chief a cloud
argent and to base a crescent increscent argent

Is there a better way to blazon this? I haven't even begun the conflict
checking yet, wishing to be sure that the peices could be put together in
this fashion first.
