[ANSTHRLD] helms, livery, and fru-fru oh my

I received a request from a gentle who would like to add a helm to his
arms. Before I respond to him I need to clarify the requirements
however.  His highest award is a Sable Crane, I believe therefore, that
he is currently ineligible for this, as helms and livery may only be
registered by holder of Grant level awards.

Please feel free to correct me and/or educate me further in the
requirements for the various helms, livery, motto , fru-fru etc.
