[ANSTHRLD] Request for assistance

It's my understanding that only Baronies can give armigerous awards because
the B&B's are representatives of the Crown.

Correct me if I'm wrong, but wasn't there one ex-Shire which had a local
armigerous award? I think it was Elfsea, but I'm probably mistaken.
