  mascle of four needles Or.

Almaith ingen Chormaic. Device. Azure, a schnecke issuant from dexter
  base argent.
     The device is clear of Genevi{'e}ve du Puits, Azure, a wave
     reversed argent and in chief a sun sable, fimbriated argent.
     There is a CD for the addition of the secondary charge and one for
     the location of the schneke vs. the wave.  A schneke is not a
     peripheral charge: even though it issues from the side of the
     field, it still fills the center of the field.  Therefore, this is
     also clear of the badge for Ariane of Greylyn, Azure, a bordure
     fleury argent by X.1, Addition of Primary Charges.

Ansteorra, Kingdom of. Badge for the Kingdom Chiurgeon Emeritus.
  (Fieldless) On an owl argent a fleam gules.

Arabella of the Plains. Name and device. Per bend sinister azure and
  vert, a bend sinister wavy between a mistral contourny and a horse
  passant contourny argent.
     Please instruct the submitter to draw the bend sinister wider and
     with deeper waves.

Brigit N{i'} Sheachnasaigh. Device. Per bend sable and argent, a pair
  of barnacles counterchanged.

C{a'}elainn inghean u{i'} Chomhraidhe. Name.
     Submitted as C{a'}elainn ingen u{i'} Comhraidhe, the byname mixed
     early and late orthographies. We have changed the particle to a
     post-1200 form and lenited the patronymic to make it grammatically
     correct.

Clarissima di Niccolucci. Name.

{Cv}inoajin Uriangqadai. Name and device. Per bend sinister sable and
  argent, two mullets counterchanged argent and azure.
     Submitted as Uriangqadai {Cv}inoajin, no evidence was provided
     that the byname should precede the given name in Mongol names. We
     have therefore changed the order of the name elements. We have
     also added the accent to the given name to match the
     transliteration used in the submitted documentation.

Cunovinda ingen Choinnich. Name.
     The submitter requested an authentic 13th century Scots
     name. While this name is clearly registerable, we do not see how a
     Pictish name element, documented from the Roman era, could
     reasonably have been used in that time period.

D{o'}nal {O'} Dochartaigh. Name change from Donal mac Se{o'}irse and
  device change. Per chevron sable and azure, an English panther
  rampant reguardant argent pellety incensed Or, an orle argent.
     Submitted on the LoI as Donal O Dochartaigh, the accents were
     dropped in Kingdom. We have changed the name back to the
     originally submitted form.

     His former name is released. His former device, Per chevron sable
     and azure, a panther rampant argent pellety incensed between three
     mullets of four points argent, is retained as a badge.

Dunstan {ae}t Sancte Petroces Stow. Name and device. Gules, two
  chevronels inverted, in chief a cross formy between two lions
  combattant argent.
     Submitted as Dunstan aet Petrokes Stowe, the name combined a Saxon
     particle with a Norman spelling of the place name. Since the
     submitter indicated he desired a Saxon name we have changed the
     byname to a spelling dated to the Saxon era. We have also
     corrected the spelling of the particle.

     Please instruct the submitter to draw the chevronels with a
     sharper angle.

Finnac{a'}n Dub. Name and device. Argent, in pale a sprig of three
  holly leaves vert fructed gules conjoined to a chalice vert, a
  bordure sable.
     Submitted as Fionnag{a'}n Dubh, he requested an authentic 9th-11th
     century Irish name. We have therefore changed the spelling to
     match that time period.

Geanne M'Kiernan. Name.
     Submitted on the LoI as Jeanne M'Kiernan, the submitter stated she
     preferred to have the given name spelled with a G. Considering the
     occurrences of Gennat in Krossa's "Early 16th Century Scottish
     Town Women's Names" we find this spelling a plausible hypothetical
     form.

Gwineth ferch Pyrs. Name.

Ihone MacEogan of Bannockburn. Name (see RETURNS for device).
     Submitted as Ihone MacEogan, that name conflicted with Eoin mac
     Eoghain, registered in September 1985. We have added a locative
     byname as per the instructions of the submitter.

Jason MacPherson. Device. Per bend sinister rayonny sable and Or, a
  cross of Jerusalem and a boar's head erased counterchanged.

Joanna of the Plains. Name (see RETURNS for device).

Kathleen Davis McReynald. Name.

Kezia Kiabarta. Name.
     Submitted as Kiabarta Kezia, no evidence was given that the byname
     preceded the given name in Khazar culture. While the documentation
     for the byname itself is scanty, we are willing to accept it
     considering the lack of easily accessible references for that
     culture.

M{a'}ire ingen Chiar{a'}in. Name.

Marcus the Quiet. Name.

Matheus mac Domnaill. Name.
     Submitted as Matheus mac Domnaill, the citation of the patronymic
     was mistype. We have therefore corrected the patronymic to the
     actual documented form.

Medb Liath. Device. Per saltire vert and azure, a Norse sun cross
  within a bordure embattled Or.

Murdoc McDuncan. Name and device. Gules, a sword inverted proper,
  overall on a chevron Or three mullets of five greater and five lesser
  points sable.
     Submitted as Merdock McDuncan, no evidence was given for this
     spelling of the given name; the citation in the LoI was
     incorrect. We have changed the name to a close documentable
     spelling.

P{a'}draig R{u'}ad {O'} Maolag{a'}in. Name and device. Per bend argent
  and vert, a shamrock and a Celtic cross counterchanged.

Rebekah of Newcastle. Name.

Reynald of Northkeep. Name.

Romanius Vesperianus. Name and device. Per chevron sable and argent,
  two crosses formy fitchy argent and a scorpion gules.

Rowan Quirke. Name.
     Submitted on the LoI as R{u'}adnat ni Corcc, the submitter
     indicated she preferred Rowan for the given name. She also
     indicated that she would prefer the spelling Quirke if the byname
     had to be Anglicized. We have made these changes.

Saereid Sigmundsdottir. Name and device. Per pale Or and gules, six
  Thor's hammers in annulo handles to center counterchanged.

Sib{e'}al inghean u{i'} Ruairc. Name.

Sigerith d'Aiencort. Name.

Siobh{a'}n inghean u{i'} Dhomnaill. Name and device. Per chevron
  argent and vert, three trefoils one and two vert.
     The question was raised in commentary whether this name conflicts
     with Siobhan MacDonald, registered in 1985. However, in September
     1999 Elsbeth Ann Roth made a ruling which is relevant here:

         Mac "son of" and O "descendant (grandson) of/of clan" refer to
         significantly different relationships and are therefore clear.

     It seems natural to apply this ruling to the corresponding
     feminine forms inghean and inghean u{i'} as well.

     The device is clear of Fiona of Annandale, Per bend embowed azure
     and argent, in dexter base three shamrocks vert. The shamrocks on
     Fiona's device are in bend, so there is a CD for the changes to
     the field and a second for the difference in arrangement of the
     shamrocks.

Tamara de Montoya. Name and device. Gules, a snow leopard sejant
  guardant argent spotted sable and on a chief argent three lozenges
  gules.

Tatiana Kamenska. Name.

Taya Fitzphilip. Name.

Gwenafwy Sinclaire. Badge. Azure, a seahorse and a base rayonny
  argent.
     Conflict with Eilonwy Andereth, reblazoned elsewhere in this
     letter, Azure, a unicornate sea-horse erect reguardant
     argent. There is only a single CD for the addition of the
     peripheral charge.

Ihone MacEogan of Bannockburn. Device. Azure, a bend sinister fusilly
  argent.
     Conflict with the badge for the Canton of Elvegast, Gules a bend
     sinister of five lozenges conjoined argent, registered in this
     letter.  There is only a single CD for the change to the field.
     As Elvegast's submission was made earlier in the month, its
     registration takes precedence.

     The device, however, is clear of Caitlin Morgana ferch Llywellyn,
     Azure, a bend sinister dancetty between a decrescent and a pegasus
     segreant argent.  Evidence taken from the Dictionary of British
     Arms strongly indicates that bends dancetty were not used
     interchangeably with bends fusilly; in fact, they were used by
     different people and in different ways. Thus there is a CD for
     changing the line of division on the bend and a second for the
     removal of the secondary charges.

Joanna of the Plains. Device. Sable, four horseshoes bendwise sinister
  one two and one Or.
     The device forms showed a different arrangement of charges than
     appeared on the mini-emblazon. This difference was enough that the
     College needs to see and comment on the emblazon; however, as the
     kingdom did not send a corrected emblazon, we must return the
     device.

Siobh{a'}n inghean Eoghain u{i'} Neill. Name.
     Unfortunately, this name is presumptuous under section VI.3 of the
     Rules for Submissions: "Names that unmistakably imply identity
     with or close relationship to a protected person or literary
     character will generally not be registered." We cannot therefore
     register it without permission from Eoghan O'Neill, whose name was
     registered in An Tir in 1992.  Dropping either of the bynames does
     not help either, as the name would then conflict with either
     Siobhan O'Neill, registered in 1984, or aurally with Siobhan nic
     Eoin, registered in 1994.
