During his tenure as Star, Francois got permission for kingdom items to
conflict from a household, at least one kingdom, and I think a branch or two.
 In the case of kingdoms or branches, he always contacted the principal
herald.

In the case of the household in Caid, he contacted the queen because she was
an ex-Ansteorran.  The return email was "I don't know the owner of the
registration personally but let me ask around" and she had copied it to 30-40
people (her closest advisors?).  Within 24 hours, Francois got email from the
woman who held the registration.  As it turned out, she was quite tickled to
be able to give permission to conflict to a whole kingdom!

In the kingdom case I'm sure of, the response via email was a fairly casual
"OK" followed by an email saying "It's on it's way but I may have overdone
it."  When the hardcopy arrived, it had been signed by the principal herald,
the king and the queen.  Francois nearly keeled over, thinking "What did I
do?  Was there a problem?" before he got details from the PH:  "The monarchs
live just down the road from me, and I'm helping with their entourage, and
there was a work party last night, and.. and..  I told you I may have
overdone it!"

So go for it.  You might wind up with a good story as well as permission to
conflict!
