[ANSTHRLD] Permission to conflict with meridies badge

I need to know whom to ask for permission
to conflict with very old badge registered to Meridies.
Not really sure if they still use it for anything.

The following badge associated with this name was registered in May of 1983
(via Meridies):
"Sable, a mullet within a saltire voided argent."

Who can grant such permission and whom would you
contact that you could be assured of getting
an answer?  My thinking is the crown and
principle herald for Meridies.

Daniel, if you are out there in the ether
you should know how to route this.
