No.  This is X.2. qualified armory and the eagle is the primary charge.
So it oly needs the usual check versus birds.  And the blazon needs to
be corrected to reflect the importance order of the charges:
Sable, an eagle head to sinister within an annulet rayonny on its outer
edge Or.

Though you've got a good rundown on things which conflict with annulets.
