I haven't tried blazoning in public lately, so --

Azure, in canton a mullet of four points argent charged with a goblet sable
within a bordure argent mullety of four points azure.

Unless it's *really* important that there be 10 and only 10 stars on the
bordure, when it becomes:

Azure, in canton a mullet of four points argent charged with a goblet sable
and on a  bordure argent ten mullets of four points azure.

Either way, that bordure is very narrow to be carrying those stars.  Scootch
the big star a little closer to the center to make room to make the bordure
thicker and the stars on it a little larger.  "Starving the ordinaries" is a
returnable offense. (In other words, if they are too narrow / thin / small
then they won't be registered.)
