I have been hesitant to comment on this, but there is something that I
havn't seen on here, and I thought it worth mentioning.
I have seen something very similar to the device being talked about. (an
eagle displayed carrying a portion of a baby in each talon). I distinctly
remember a banner like this being displayed as a political statement back in
the late 60's, early 70's time period. At that time, it was meant to be a
statement that this country killed children in Vietnam. I don't think that
it is the intention here (or at least I really hope not).

Personally I think something this disturbing should be looked at closely,
and the submitter should be consulted to make sure that he/she is aware of
the response that a device like this may illicit, once displayed in public.
