Plainly put, marchalling is when more than one coat of arms is displayed
on the same shield.  Most often this was divided in half vertically with
the lord's arms on the dexter side and the lady's on the sinister, or
quarterly with the father's arms in dexter chief and sinister base and
the mother's in the other two quarters.  In real world heraldry, quartering
got pretty ridiculous.
The SCA only allows a person to register one set of arms, or device.  So
you may not register marshalled armory.  The rules on this are RfS section

Mind you, displaying correctly marshalled arms is a fine period practice.
You just can't register them.

If the bars are truly counterchanged, meaning they're ermined where they
ought to be, then calling the device proposal is rather absurd, in my
opinion.
