I just happened to have Neubecker sitting next to the computer and looked the
illustration up.  It's... well, not really even fracted. Picture a few
chevronels (presumably three?), with a broken bit missing out of the middle of
one arm, each.  Bad ascii drawings:

"normal" chevron/chevronel:

   /\
  /  \
 /    \
/      \

"disjointed" chevron/chevronel:

   /\
     \
 /    \
/      \

Parker says all forms of broken chevrons are extremely rare, and while he does
go on to show a few examples, this isn't one of them.
